Energy Oman, formerly Energy Development Oman (EDO), is advancing a major corporate restructuring that will consolidate its oil, gas and industrial operations under three dedicated holding companies by the end of 2026.
The reorganisation aims to strengthen corporate governance, improve accountability and enhance operational efficiency across the state-owned group's expanding energy portfolio.
Outlined in the prospectus for Energy Oman's latest OMR 50 million sukuk issuance, the restructuring will establish three specialised entities:
EDO Oil Ventures LLC: Overseeing oil-related investments, including the government's participating interest in Petroleum Development Oman's (PDO) Block 6 concession.
EDO Gas Ventures LLC: Consolidating the group's non-associated gas operations and related subsidiaries.
EDO Industries Ventures LLC: Managing infrastructure investments, supply chain activities and industrial services.
The restructuring reflects Energy Oman's strategy to maximise the commercial value of its hydrocarbon resources while diversifying into infrastructure, industrial services and emerging energy opportunities.
The group's wider portfolio also includes Hydrogen Oman (Hydrom), which supports the development of Oman's green hydrogen industry through project coordination, investment facilitation and infrastructure planning.
Energy Oman currently holds a 60% participating interest in Block 6's oil concession and 100% ownership of its non-associated gas concession, reinforcing its strategic role in the Sultanate's energy sector.
The proposed corporate structure is expected to provide greater operational focus, strengthen investment oversight and support long-term growth in alignment with Oman Vision 2040.
